Established under the Act respecting land use planning and development, Québec's regional county municipalities were set up in the early 1980's. Their mandate is primarily to draw up development plans, which are, in a nutshell, their most effective work tool. These development plans must integrate the development of the various activities on the territories, while taking into account the dynamics of their development and the characteristics of the natural and man-made environment, all from a regional perspective. To put it clearly, the regional county municipalities must reconcile sustainable development and the development of their territories with the well-being of their human and wildlife communities. That is why the group in question here is concerned about National Defence's low-level military flights and is vigilant with regard to any outside activitiy whose impact could spill over into its borders.
